in Vermont where the only permit you need is to light a fire!
I might point out, though, that pepper spray is illegal when you cross the
Canadian border, and you'll have to surrender your "weapon" to the border
guards. Just so you'll know - don't go "armed" crossing the borders (found that
out last October in NH crossing into Canada. Darn - had to buy new pepper
spray when I got home.) -- tx2chic
